In the context of economic globalization, whether a country sustains a rapid economic development or not is closely linked its market share. Therefore, it is inevitable to lead to friction in scrambling for the market share. In recent years, China's economy is rocketing up continuously and has ranked among the world's third largest trading nation, with its export volume doubled and redoubled and more products 'made in China' entering the international market, which will inescapably compete with foreign industries more intensely. With the development of economic globalization and trade liberalization, the traditional tariff barriers and quotas have been weakened and are being replaced by the green trade barriers with strong conceal, and less transparent quality as trade protection measures, to prevent foreign products from entering native market. Green barriers have become a long-term obstacle to the development of China's export. And our exportation enterprises are always at a loss when suffered from the green barriers which have seriously affected China's foreign trade development. The grim reality makes our country have to set up early-warning mechanism to monitor the dynamic development of foreign trade and capture the international market information. Thereby, our enterprises can have made preparation—to adjust the export strategies in time and quickly organize the prosecution at the beginning of implementing the green trade barriers by foreign countries. Firstly, our government ought to establish the authoritative government information- released system to promulgate the technical regulations, standards and assessment procedures and exchange information. Secondly, the government should set up a rapid reaction mechanism to minimize the damage caused by trade disputes. This essay tries to analyze the reasons and status quo of green trade barriers, expound the necessity to establish the early-warning mechanism and elaborate how to set up it. The thesis composes of three parts and there are 33,000 characters or so.The first part consisting of two sections mainly focuses on the general overview of green barriers. Section one introduces the concept of green barriers, and reveals its essence. Section two analyzes its causes and clarifies its dual features: on one hand, the green barriers are ecological and environmental protection measures; On the other hand, they are regarded as trade-protective measures to restrict the commerce.The second part expatiate the necessity to establish the early-warning mechanisms of the green barriers in our country. In recent years, our country frequently suffers from the green barriers mainly because of the information lag, so that they are unexpected and enterprises have no preparation and fall into helplessness. The most prominent feature of early-warning mechanism is the early warning, that is to say, it will provide the warning for the related departments before the crisis breaks out. Accordingly, they will make related departments make preparations in advance and cope with them calmly.The third part specifies the formation of the early-warning mechanism of green barriers, which is the core part of the paper and divided into six sections. The first introduces the related concepts of early-warning mechanisms briefly. The second clarifies the characteristics of the early-warning mechanism, gives a brief analysis of these characters such as the integrity, process, subjectivity and complexity. The following part focuses on how to establish the early-warning mechanism in our country. At first, it is about the establishment of the specific organization on early-warning and introduces its main duties. The second illustrates the construction of the index system of warning signs for the early-warning mechanism. For the index system is used to not only gather warning information, but also be convenient to release the early-warning signals. Thirdly, this paper pays much attention to the channels of information gathering and the releasing system of the early-warning mechanism, and gives prominence to its feasibility. Finally it discusses the ways of dealing with the green barriers when the warning alert occurs. Thus the complete early-warning mechanism has formed.
