Evaluation Of The New Urbanization Development And The Implementation Path In Shaanxi Province

In December 2013, the Central Urbanization Conference clearly stated to promote the human-centered urbanization, improve the quality of the urban population and the household living quality, then the State Council issued the“national new urbanization development plan(2014-2020)”, indicating that the new urbanization development has risen to national strategy. In 2014,the level of urbanization reached 52.27%, Shaanxi has entered the stage of accelerated development, how to implement the national urban development strategy, not only a major task of economic and social development of Shanxi Province, but also the focus of the regions to seek a breakthrough development.Based on this, guided by the related theory, based on the analysis of Shaanxi province on the basis of current situation of the development of new urbanization,identify the advantages and disadvantages factors of the new urbanization development in shaanxi province, combined with the resources endowment difference between different regions in Shaanxi, seek its development direction,and design the new urbanization development in concrete path, make policy recommendations to promote the development of new urbanization.The main conclusions are as follows:(1) Affordable housing and air quality is a key factor affecting regional new urbanization development in Shaanxi province. Hospital beds per ten thousand people, public water supply, such as Internet access rate not the key factor influence new urbanization development in Shaanxi province.(2) Xi'an is the highest in urbanlization development, the lowest is Shangluo city.Xi 'an, Tongchuan, Baoji, Ankang, Shangluo five regional rankings are relatively stable, ranked the first, second, third, ninth and tenth;Xianyang,Weinan, Yanan, Hanzhong, Yulin five regional ranking has somefluctuation, but overall were ranked in fourth, seventh, sixth, eighth, fifth.(3) The urbanization level is relatively low in Shaanxi, and the regional difference is significant. Guanzhong is the highest, then Northern Shaanxi,Southern Shaanxi; the main disadvantage factor in Guanzhong area focus on essential public, the main advantage is concentrated in infrastructure; SouthernShaanxi main disadvantage is focused on the economic development and infrastructure, the main advantage is resources and environment; Northern Shaanxi main disadvantage focus on infrastructure and resources and environment,the main advantage is economic development.(4) On urbanization development path selection, Xi 'an should concentrate on innovation and upgrading, other parts of the Guanzhong area should focus on undertaking industrial transfer and collaboration with Xi 'an;in Southern Shaanxi, it should concentrate on gathering population, through the population agglomeration, play a scale effect, and then synchronous development of economic and social; on Northern Shaanxi, it should focus on restructuring industry and the social economic integration, through the industrial transformation,promoting sustainable development, by socio-economic integration, share the fruit of development.
