Research On The Development Model Of County Urbanization In Shaanxi

At present,with the continuous progress of urbanization,big city development appeared a series of problems,traffic congestion phenomenon obviously,city environmental quality is declining,haze,dust storms frequently,half city urbanization problems,city population urbanization is difficult.How to relieve the pressure of big cities has become a major problem in the development of urbanization.In 2014,the new urbanization development plan(2014-2020)proposed to improve the quality of urbanization,develop of small and medium cities and small towns,and promote the coordinated development of large and medium cities.Small and medium-sized city and the number of small towns,people of low cost,convenient transfer of agricultural population,therefore the development of small and medium-sized city and small towns will become the main way to alleviate the pressure of big city and to solve the problem of big city,and as the main part of small and medium-sized cities and small towns,county has become the main position of urbanization development.However,the terrain conditions and economic development of Shaanxi county are different,so how to determine the urbanization mode suitable for the development of each county is an issue worthy of further study.Therefore,this paper will be the 85 counties in Shaanxi province(including the municipal district far away from the prefecture level city center)as the research object,analysis of the development of urbanization for each county model,in order to promote the development of Shaanxi county,in order to alleviate the pressure of the big cities,and provide reference for the development of other counties.This paper starts from the current situation and problems of the county urbanization in Shaanxi Province,and uses the method of qualitative analysis to study the problems of urbanization development in Shaanxi province.Secondly,on this basis,starting from the process of urbanization,analyze the influencing factors of the development of urbanization,and combing the development process of urbanization in Shaanxi Province,study on the change rule and the new characteristics of the influencing factors of urbanization under the new situation.Thirdly,based on the influence factors of urbanization,this paper adopts the method of principal component analysis to evaluate the urbanization level of 85 counties(districts);at the same time,using the results of the decision,the AHP decision model,and qualitative and quantitative methods to select suitable for each county development model.Finally,according to the choice of the development model,select the typical county,analysis and research the specific implementation path.The following conclusions are drawn through the study:(1)85 county development level is different,compared with the big city,the capacity to absorb the population of county and small towns is still relatively weak,the reason is the lack of industry support capacity of the county,the county infrastructure and public service facilities are not enough to cover all the security and the transfer of agricultural population,the lack of financial support at the same time,the county level that is not enough to ensure the industrial development and the construction of county facilities.The reason is the lack of industry support capacity of the security system with the household registration system are also playing an increasingly important role in the development of urbanization.(3)The development of industry and the improvement of facilities are the decisive factors that affect the development of urbanization.The development pattern of Shaanxi province's 85 counties can be divided into the following two categories:industry driven and facilities driven.(4)Industry led county according to the actual situation of the county,for different types of industry led county development of industrial development in different ways,and make different paths in different parts of the county in the same industry type.Facilities driven to improve the county's infrastructure and public service facilities to meet the needs of the population in the city,while the layout of the industry as much as possible,to enhance its ability to support the industry in order to ensure the employment of migrant population.At the same time,in order to ensure the smooth implementation of the above,it is necessary to strengthen the support of the policy system and financial capacity.
