The Study Of Build-Transfer(BT) Mould Of Public Private Partnership(PPP)

This thesis main studies perfections, developments and important significances ofBUILD-----TRANSFER (BT) mould. BT mould is one of typical moulds that realize PUBLICPRIVATE PARTNERSHIP(PPP). BT mould also evolves from BOT mould. Firstly, this thesis totally illustrates the significances of selecting topic and thinkings, ways, expected achievementsof studying. Then, this thesis discusses general situations of PPP and typical moulds, as BOT mould, TOT mould, BT mould. Then this thesis analysizes origin and essence of BT mould.Then this thesis discusses necessity of BT mould, as raising money function of BT mould, the competition of BT mould, the difference between investment and construction company of BT mould and government, the difference between investment and construction company of BT mould and building contraction company, the superiority of it, the function of enlarging employment of BT mould and so on. This thesis analysizes the reality and present procedure of BT mould, making SWOT analysis of BT mould. This thesis advances resolution method of important shortcomings of BT mould, as whether the land value counts into the basis of buying back, how define the basis of buying back, the procedure of choosing investment and construction company of BT mould and so on. This thesis makes further analysis of three sides. The first one is the important premise of existence and developmennt of BT mould, the second one is the ideal procedure of BT mould, the third one is more extensive significances of BT mould.Finally, this thesis comes to a conclusion that BT mould has effects on city basic facilities construction and city development obviously. But so far as practices of BT mould are concerned at present, there leaves much shortcoming to be desired. The shortcoming is that some sides of BT mould's practices don't display the essence of PPP. BT mould's practices need improving. This thesis has the prospect that more people can be ingaged in thinking,researching,improving BT mould and other social management science together.
