In 2011, Japan's Fukushima nuclear power plant nuclear accident has caused global panic for nuclear power. Nuclear power plant emergency is an important means of nuclear accident mitigation. The main research object of this thesis is to prepare emergency supplies of nuclear power plant serious accidents, and material preparation to the fastest, most effective solution to the emergency material dispatch to the hands of the residents, in order to reduce the losses suffered by the residents.(1) This paper based on the field investigation on the nuclear power plant and establish a multi-objective model of nuclear power plant off-site emergency supplies. When the nuclear power plant serious accidents,raise the off-site emergency ingestion emergency planning zone residents are in urgent need of a large number of emergency radiation protection equipment. Considering the particularity of nuclear power plant equipment, generally through donations, expropriation, and simple on the market to buy it is difficult to raise the off-site emergency food supplies for emergency planning zone, so only limited enterprise productionorganization. Aiming at this problem, a reasonable allocation of the production task model for emergency materials for each enterprise, find the can in the shortest time and the cost of the case for all required materials.(2) This paper established a time delay model of the least material dispatching. When the materials ready, without considering the efficiency of the emergency demand points are in urgent need of emergency materials caused by material dispatching, make the residents suffer more damage. According to the severe accidents of nuclear power plants is not caused by the collapse of the road, traffic paralysis, the main reason to cause a waste of time is the result of various emergency demand points looting supplies caused by time delay, and greatly reduce the rescue efficiency. Therefore, through the material dispatching is more reasonable and effective scheduling model with time delay at least, and the case example.
