Research On The Industrial Development Coordination Mechanism Under The Background Of The Integration Of Beijing-tianjin-hebei Region

The problem that has always been a hot topic of scholars was about the integration of Beijing-tanjin-hebei region,The region has great potential on development as the third pole of China’s economic growth.But the integration process of the region is developing slowly.One of the very important reasons is that the situation of industrial coordinated development of this region has not formed. Therefore, it is necessary to carry out the study of the present situation about Beijing-tianjin-hebei’s industrial development, in order to explore and establish the industrial coordination mechanism which services the Beijing-tanjin-hebei region.Firstly,this paper summarize and introduce the related theories combined with the Specific research background and the domestic status about researches on Beijing-tianjin-hebei’s industrial development, mainly including the Marx’s theory of industrial organization, part of the regional economics theory, industrial structure configuration theory, industrial layout theory and some of the theories of development economics. According to these theories,we get the conclusion that in order to realize regional economic integration of the Beijing-tianjin-hebei,we must adjust the current industries and layouts, make the industrial structure of this district reasonable, then form a complete industrial chain.According the method of quantitative analysis and qualitative analysis based on the time series data and panel data, a series of problems was found which hinder the industries develop coordinated:Beijing, Tianjin and Hebei have isomorphic industries, the current development model of the leading industries is unsustainable, the administrative boundary conflicts with the industrial development, and the industrial chain ruptures etc. At the same time, by means of the comparative analysis, we explored the feasibility and reality of the Beijing-tianjin-hebei’s industrial development coordination mechanism. Finally, we got the industrial development coordination mechanism of Beijing-tanjin-hebei region at the foundation of the formation of reasonable industrial layout. This system includes five aspects: Multi-level coordination mechanism between the governments, Regional industrial transfering and undertaking mechanism, The top-level designing and planning mechanism, The interests of the regional compensation mechanism, Transformation of scientific and technological achievements and resource integration mechanism.
