Research On Urban Function Under The Coordinated Development Of Beijing,Tianjin And Hebei

Beijing-Tianjin-Hebei urban agglomeration is one of the most important economic growth poles in China.Its healthy and orderly development plays an important role in building a world-class urban agglomeration with strong competitiveness as the core.Therefore,under the background of the coordinated development of Jing-Jin-Ji and the establishment of Xiong'an New District,the urban functions and functional divisions of Beijing-Tianjin-Hebei urban agglomeration were discussed,and the differences between urban functions and top-level design of cities at the present stage and the influencing factors were analyzed.How to promote coordinated development across cities has important theoretical and practical significance.After a systematic review and evaluation of the research status at home and abroad,this paper has constructed an urban function evaluation index system covering eight sectors: transportation,industry,international trade and services,innovation,public services,tourism ecology,culture,politics,and international contacts.It is the improvement and innovation of the index system constructed by the predecessors.The time-series global principal component analysis method was used to analyze the urban function evaluation values of 13 cities in the Beijing-Tianjin-Hebei region.On the one hand,based on the empirical results,the city functions that are played by each city are comprehensively judged,and the function of each city is compared with the national top-level design to find out the differences,and the influencing factors that produce the differences are analyzed;on the other hand,Obtained the comparative advantages of each city and judged whether the functional division of labor in the cities of Beijing,Tianjin,and Hebei was reasonable.On this basis,the corresponding enlightenment was gained by combing the experience of the optimization of the functions of the three cities around the world.The results of the study show that: In terms of urban functions,Beijing-Tianjin-Hebei city functions are not optimized enough,and the function division of work is unreasonable;there is a big difference between the functional status of Beijing-Tianjin-Hebei city and top-level design,and a few cities have more functions than top-level design.The number of pre-planned functions,most cities did not fully play the pre-planned urban functions.In terms of influencing factors,higher degree of marketization,insignificant regional advantages,dual spatial structure in the Beijing-Tianjin-Hebei region,and discontinuous national policies will have adverse effects on urban functions,leading to the status of urban functions and top-level design.There is a big difference.In response to the above conclusions,specific countermeasures and suggestions were proposed from the aspects of market,location,spatial structure,and top-level design,so as to promote the functional orientation of urban functions in cities of Beijing,Tianjin,and Hebei to the planning outline,and to optimize urban functions,form a reasonable division of functions,and realize Beijing-Tianjin-Hebei coordinated development.
