At last, on basis of functions, choose government regulation of public-service inspection organizations and government regulation of market-based quality inspection agency. Strength the regulation of public-service inspection organizations to insurance public interest can come true; relax the regulation of market-based quality inspection agency, focusing on regulate market behavior. Prepare by reform of quality inspection agency, establish a regulatory philosophy and so on. At the same time, provide policy insurance from finance, personnel, social security and so on.
