With the rapid development of our social economy, the construction of enterprise information will be the important element to push the evolution of companies. The information system cannot construct without the supports of information technology, science management and system theory. Since the 21st century, they have developed quickly, the new achievements keep coming out, especially for the evolution of information technology (including computer technique, cyber technique, software technique and data bank technique). Construction of enterprise information system cannot survive without trend of the times; therefore, during the process of moving to informative society, all the enterprises should catch up with the step of social improvement and try their best to keep their competitive advantages and develop ability of modern management.This article is used for the study of Changsha Urban Construction Investment&Development Group OA working system project, adopting the combination of theory and practice to combine the OA working system to the city investment and to illustrate in details how to apply to city investment daily management. Firstly, this article analyzes the management situation of Changsha Urban Construction Investment&Development Group and found out the main problems in the daily management of companies:examine and approve procedure disorder, bad communication and cooperation in group, the late of enterprise information management and culture spreading, daily business control lacks of scientific proofs, inability of cost control, inefficiency of developing and using documents, data and staffs'knowledge. Then, this article deeply analyze the main causes of these problems:lacking concepts of systematic daily management in companies and sound behavior management system, the weak basic informative management, low efficiency of internal control system. Lastly, according to the existing problems of the enterprise daily management, pointing out the solution of building group coordinating system (OA). The Group coordinating system is using the enterprise daily management control as the core; the main contexts include internal information spreading platform, internal communication platform, administrative working management platform, documentary standardizing management, workflow automation and standardizing management. The main process implementation of the Group OA working system include demand analysis before the exploitation, project management during the exploitation, organization training in examining stage after the exploitation.
