The PPP Model Construction Of Changsha County Urban Construction Investment Corporation Hot Spring City Project

At present,China is implementing the new urbanization development strategy.Promotion of cooperation between the Government and social capital(PPP)mode is important to accelerate new urbanization,achieve governance modernization,enhanc e the national capacity to govern,even build a modern financial system.However,the current launch of PPP projects mostly based on BT model deformation,shares on the surface the real debt problem is serious.Its essence is not able to choose or build a clear mode of cooperation.Therefore,building a model of cooperation in PPP projects is extremely important in the promotion process.In this paper,we base on specific infrastructure projects,analyzes infrastructure project development current situation and problems of Lukou town and limitations of Changsha county CIC existing financing mode,as well as the feasibility of the project and the need to adopt PPP model.On the basis of several existing municipal road PPP cooperation model analysis,combined with the specific requirements of the spa town project,build the project PPP model programs.The main part of the program include the PPP model structure,ownership structure of the project company,the corporate governance structure of the project,the p roject cooperation period,return on investment and financing structures and mechanisms,project contract system,procurement methods.In the project contract system design contract legal files and the main content of each legal document has been described,the main boundary and the rights and obligations of the partners of the project were clearly defined.And from a financial feasibility,financial affordability,value for money three project analyzes the feasibility of the program.Finally,the safeguard s implementation of the program,expected results and risk management programs for project implementation.This paper constructs PPP project implementation plan base on specific examples,so the result has practical value.Propose class infrastructure PPP project risk management program can effectively reduce the risk of failure of the PPP project.Research results can provide reference for other similar projects in order to be able to construct a reasonable PPP project cooperative mode,introduce high-quality social capital,the formation of the government and social win-win situation.
