With economic times coming, the growing importance of human resources has been widely recognized and accepted by more and more enterprises. In the process of enterprise development, more and more companies recognize human resources as a strategic resource. At the same time, like other resources, human resources can create value and achieve added value. However, there are a lot of problems existed in our country ,because of China's special conditions. Some of the features caused by the inherent weaknesses in human resources management, and some of the features caused by the measurement of the value of human resources. The level of importance of human resources depends on their impact on the specific value of high or low, so measurement of human resources management theory has become one of the hot researches.In this paper, a brief introduction of human resources management and the main problems the human resources exist could be introduced for the first, including the development of measurement methods of the status quo at home and abroad. To find a more scientific measure to the corporate human resources project method through the comparison and analysis of the relevant measurement methods. Then this paper introduces more scientific assessment methods, namely, ROI assessment method and, based on the actual characteristics of Chinese enterprises, we tried to perfect the model to arrive at a whole new ROI assessment method. Finally select the actual operation of China's enterprises to validate this model of scientific and feasibility.This reference ROI assessment methodology in general, gives a more novel ROI assessment model for China's corporate human resources project implementation and evaluation provides a new way of thinking.
