Nowadays, with the rapid development of science and technology, computers and other electronic product are facing more and more frequent upgrades, hence raising their elimination. Government and other enterprises also produce large amounts of discarded computers. Because there may be some corporate secrets stored in the discarded computer, it becomes very necessary to send them to regular recycling units for collection. If handled not properly, it will do enterprises and the environment great harm. In order to reduce negative impact of discarded computers on the environment and people’s lives, it is better to recycle them, in this way, we can not only make full use of useful materials and the spare parts, but also reduce e-waste pollution, so as to achieve full resource recycling, which is the goal of China’s efforts to build a resource-saving society and developing recycling economy.At present, most of the developed countries have a comparatively well-established system of discarded computers recycling. In our country we don’t have such a system until recently with many weaknesses in the fields of managerial policy, regulatory agencies, processing technology and the construction of recycling facilities. So, faced with an annual yield of a huge number of discarded other electronic products such as discarded computer by enterprises, it will be very significant to enhance its recycling process management standardization and processing harmless, which will improve our environment, prevent pollution and make contribution to the building of a ecology friendly society.In light of the research of current situation of the discarded computers generated by enterprises, this paper gives a comprehensive analysis of the distribution of discarded computers and also gives a projection on the amount of discarded computers generated by enterprises. Learning from the advanced recycling model of discarded computers in foreign countries, a reverse logistics network has been designed. At the same time this paper provides a clear picture of the sites of the recycling and disassembling station, the maintenance station and processing station. In the circumstances of both certain and uncertain amount of discarded computers, an optimization model is designed to achieve a profit-maximizing recycling network. Use chance-constrained programming to convert the stochastic programming models into deterministic models. The models established in this paper are mixed integer linear programming problem, solved by IBM ILOG CPLEX V12.4.
