The depletion of global resources causes the rise in price of raw material, which makes the management cost of the product manufactories rise. The consciousness of citizens on environmental protection is continuously enhanced and it will be in face of more pressure from the public to discard reusable discarded consumable packages. The product manufactories hope to recycle and reuse reusable discarded consumable packages to reduce management cost and mold good image. But because of various reasons, the product manufactories hope entrust the task to the third party, namely, the third party reverse logistics organizations complete a series of jobs, such as recycle, examination, and cleanout then hand over renovated packages to the product manufactories. The efficient operation of every reverse logistics must be based upon a reasonable logistics network. Therefore, it is the key to recycling and reusing reusable discarded consumable packages to design the logistics network of the third party reverse logistics organization.Reuse logistics is an important branch of the reverse logistics. The researches on the problem of design of reverse logistics network have already appeared largely, but which mostly focus on the aspect of remanufacturing logistics and concern less reuse logistics. Therefore, it is necessity to study the problem of design of logistics network of recycling and reusing reusable discarded consumable packages in both practice and theory.This paper introduces the concept, classification and characteristic of reverse logistics and difference with forward logistics. The paper recommends the type, function, form, structure characteristic, design principle and method of reverse logistics network; For the problem of programming of logistics network of recycling and reusing reusable discarded consumable packages in the certain condition, the paper analyzes the operation flow and nodes of the third party reverse logistics organizations, and suppose recycling quantity and reusing rate are certain and known, set up a single-period mixed integer linear programming model. A numeric example was presented to demonstrate the validity of the model with the software LINGO; The paper analyzes various uncertain factors which influence recycling and reusing reusable discarded consumable packages, and considering recycling quantity and reusing rate present discrete distribution and the distributed probability is know, set up a two-stage stochastic expected model with stochastic programming to solve the problem of design of logistics network of recycling and reusing reusable discarded consumable packages in the uncertain condition; Then, considering it is difficult to obtain accurately distribute probability, the paper set up non-probabilistic robust optimization model to solve the problem of design of logistics network of recycling and reusing reusable discarded consumable packages.
