Currently enterprise have aware of the management personnel play an irreplaceable role in the development of enterprises generally.Therefore, enterprise increase investments to the training project. According to the survey, only less than 10% of the enterprises benefit from the training, nearly 90% of the training resources are wasted. It's a "training transfer issues".The related theory and empirical research on training transfer and training effect evaluation has a long history. The study of the influence factors of training transfer has expanded from individual factors and training design to the organizational environment factors, and training effect evaluation is often seen as a measurement tool of training transfer.Therefore, combining both for research is a pioneering. Studying the influence of training effect evaluation on training transfer from the point of organizational level would deepen the study of the training management.This paper summarize the domestic and foreign literature about training effect evaluation and training transfer from the view of theoretical analysis, to explain and expound the both of the related theory.On the basis of it,we analysis the effect of training effect evaluation on the training transfer. Then, we get the training effect evaluation index system through questionnaire investigation and factor analysis, and build a multiple regression model. Finally, we select management personnel who have participated in the management training from 93 companies in HuNan, to inspect the effect of training evaluation on training transfer. Through ANOVE and multiple regression analysis, we discuss the level of training transfer at different time periods and in different levels of training effect evaluation.Through empirical test, this concluded that management training effect evaluation has influences on the level of training transfer. Enterprise like to use reaction level and learning level of kirkpatrick training effect evaluation model, but the reaction layer and the learning layer of training evaluation have not significant relationship training transfer; Behavior level and result level of training effect evaluation have a positive significant relationship with training transfer; The training effect evaluation enterprises carried out not play a active role on improving the level of training transfer.According to this problems, this paper puts forward those suggestions:design reasonable training effect evaluation activity, strengthen the behavior and the result of training effectiveness evaluation, inspire the responsibility and motivation of manager, to improve the level of training transfer.
