The food is. Food is the human survival and development of the most basic material conditions. With the rapid development of city economy, improve people's living standard, the food safety problem increasingly become the focus of attention,and become a social problem of public safety. In recent years, the domestic emerged a lot of bad effect of food safety problems, such as "big head doll event", "sanlu milk powder incident", "dyeing steamed bread events" and so on, food safety is not only an important threat to people's health, at the same time can also cause social and economic problems, to the national economy development, the government's credibility, and social stability caused great disturbance. In view of the of the seriousness of the food safety problems, the world's major countries have established the food safety law and regulation system, want to perfect food supervision to ensure food safety from farm to table.In this paper, loudi in food safety regulatory responsibilities, overall responsibility, the city government functional departments segmented regulation is given priority to, including production, circulation and Catering consumption shall be the responsibility of the quality supervision, industry and commerce, food drug safety section respectively, the regulatory system involving agriculture, commerce, urban management, public health, animal husbandry and fisheries, forestry, and many other functions of the government department, each department according to the food safety law gives the function of each tube a, but the department responsibility division is not very clear, there is cross function or blank area, regulation exists blind spot, unable to realize the seamless connection, indistinct definition exist in the actual operationresponsibility, mutual shuffle phenomenon. At the same time, because of loudi food production and processing enterprises as a family unit, small mill production characteristics, the overall level of production and product quality is not high, the operator of the cultural quality and the quality consciousness is not high,enterprise management level is limited, the food safety problems have occurred.
