Shanghai is playing a leading role in China's market economy development and implementation of opening-up policy. Against the backdrop of slowly recovering global economy and imbalanced trade development, in the critical period of expediting the adjustment of economic structure and development mode, the city, facing the challenges and meanwhile maintaining steady growth, has to find solutions to a series of deep-rooted problems, including excessive productive capacity, unsound industrial structure, insufficiency of resources and talents which results in lack of innovation. Since China's reform and opening-up, the city's export-oriented economy always serves as the main pillar of economic development. Under the new situation, it is of great significance for the city's reform and development in the next stage to optimize the trade structure, expand import and promote balanced development. In particular, the establishment of free trade zone is the strategy put forward by the central government to upgrade China's economy.With the combination of both theoretical analysis and comparative analysis, based upon the theories of public economy and public policy, the paper, starting from Shanghai's current foreign trade especially import, referring to the status quo of its economic development and its challenges, is devoted to the in-depth analysis on the objective demand of promoting the policy of Shanghai's import trade development e as well as the development features and existing problems of import through comparative analysis on the similar cases of international port cities, proposing that the Shanghai government should play a guiding role in promoting the import trade development and what specific policies should be recommended. The purpose of this study is to explore optimizing Shanghai trade structure, enhance the role played by import in stepping up economic development and figure out how to further support increasing import with policies. Thus, it discusses in theory the optimization of trade structure and expansion of import development for economic growth. By means of theory guiding practice, the paper dedicates to working out a road map to help Shanghai achieve industrial upgrading and sharpen its competitive edge in the world.This thesis consists of the following six chapters. The first chapter is the introduction, explaining the background and purpose to select the topic, clarifying the research ideas and method and introducing the related Chinese and foreign documents about import promoting economic growth. The second chapter elaborates the research basis on which the trade structure is optimized, points out import, as the fourth carriage to push forward economic growth, plays a role in stimulating effective demand, optimizing the resources allocation and bettering the industrial structure, and introduces the traditional study on import of international trade theory, of which the theory of comparative advantage in particular, fairly interprets the importance of increasing import when economy develops to a certain extent. The third chapter, based on Shanghai's economic development and the establishment of China(Shanghai) free trade pilot zone, suggests optimizing the policy of trade structure is an objective demand of economic development. The fourth chapter deals with the problems of foreign trade development in the next stage Shanghai will be faced with and analyzes its reasons according to the current development of foreign trade, especially the peculiarity of import development. The fifth chapter defines the guiding role the government plays in optimizing trade structure concerning the problems of trade development, and also proposes how to further increase import, improve the policy of trade structure after reviewing the experience of well-developed international trade centers. The sixth chapter draws the conclusion and proposes the prospects.The study reveals that in spite of the grim foreign trade and influenced export-oriented economy development in Shanghai, if the government gives correct guidance at home, the foreign trade will enjoy sound development and accordingly economic growth will be promoted.
