In this study by the Jihe demonstration area as the study object, In 1998-2012 annual report of soil and water conservation measures in Gansu province, Gansu rural economy yearbook, Tianshui statistical data as the foundation, with’The comprehensive control of soil and water conservation benefit calculation method"(GB/T15774-2008) as a guide, The results of soil and water conservation for many years in the studied area, As well as soil and water conservation, economic, social and ecological benefits were analyzed, and useing Static Shift-Share Method and Dynamic Shift-Share Method,study soil and water conservation measures to change the total effect on regional economic growth after the comprehensive control of soil and water conservation,made the following main conclusions:(1)In 1998-2012 of soil and water conservation work has made great achievements in the study area. By 2012, the governance measures up to the terrace 105600 hm2,water conservation forests 96200 hm2,economic forest 96200 hm2, artificial grass 12900 hm2,(Among them:Slope planting grass 8400 hm2,Conversion of grass 4500 hm2).The cumulative growth respectively 42000 57400 12600 4800 hm2.The number of flood pool is governance in the early growth of 969;Check dam and gully head protective growth respectively 5658,4887;Pond and dams respectively growth in 67 and 65.(2)The study area from 1998 to 2012 in soil and water conservation work has made significant soil and water conservation benefits, economic benefits, social benefits and ecological benefits. ① soil and water conservation benefits:Measures and sediment amount to 13.7918 million tons, sediment efficiency is 50.28%;Storage capacity is 215.8153 million m3,Water storage efficiency of 50.37%.②economic benefits:The first phase of static analysis of output benefit 7.09 billion yuan, net benefit of 5.51 billion yuan; Dynamic analysis of output benefit of 3.72 billion yuan, net benefit of 2.51 billion yuan; The second phase of static analysis of output benefit 2.11 billion yuan, net benefit of 1.65 billion yuan; Dynamic analysis of output benefit of 1.07 billion yuan, net benefit of 0.75 billion yuan; ③social benefits:Raised land, labor productivity, improve the land use structure, adjust the rural production structure; Food production increased to 66.2955 million tons, commercially available each year 15.11 million kg of grain, can realize the economic income of 27.20 million yuan,farmers per capita net income of 3840 yuan,agricultural production value of 36.83 billion yuan,improve people’s living standards.④ecological benefits:The utilization of water resources from the 8.78% to 11.91%,changed the utilization of water resources in the study area.Through terraced project,to build the channel engineering, improve the surface runoff, imp rove the utilization rate of surface runoff.Terraced fields compared with the slope,organic matter increased by 0.15%,total nitrogen increased by 0.007%,total phosphorus increased by 0.001%,Soil moisture content increased by 48.2% on average.(3) Static Shift-Share Method analysis to get:The study area industry total increment is 2.98 billion yuan, among them the agriculture total increment is 2.53 million yuan, it is the main part in regional industrial structure.Dynamic Shift-Share Method analysis to get:The study area industry total increment is 4.23 billion yuan,among them the agriculture total increment is 3.78 billion yuan,This suggests that by through the key point management of the Jihe,adjust the agricultural land use structure,lead to the growth of the stability of the agricultural production value in the 15 years,and become the main part of economic production value total increment in the study area.
