Jinjiang is the largest river in Quanzhou, is also one of the river that soil and water erosion is the most,and the silt content is the biggest in Fujian province.Jinjiang is facing the great ecological stress. Because of its functional orientation and direction of industrial development constraints, the Anxi county,Yongchun county,Dehua county and most of the township of Nanan city which are located in the upper reaches of Jinjiang,their’s ecological safety is threatened, the general economic conditions, the level of social development, people’s living standards are seriously lagging behind in the lower reaches. Quanzhou City, especially in the lower reaches of Jinjiang River as an ecologicaland economic beneficiaries, development costs must be paid on the upstream of ecological cost and sacrifice to make compensation. Because of the extreme importance of Soil and water conservation ecological environment in the upper reaches of the Jinjiang River Basin,study on government-oriented ecological compensation mechanism of soil and water conservation in Jinjiang River basin,has a very important practical significance to perfect the ecological compensation policy, to promote regional soil and water loss prevention and control, to promote the construction of the ecological environment, to speed up the development of the area, and gradually change the nonbalanced development of regional social good, shorten the gap, promote social justice, and realize the ecological construction and local economic development in the region of double target.This dissertation studies the situation of ecological compensation at home and abroad, gives the definition on the connotation of ecological compensation of soil and water conservation. Based on the theory of public goods, externality theory, analyzes the main responsibility, the way to achieve the object of the,ecological compensation for soil and water conservation in Jinjiang River Basin. After the experience in the summary and analysis of ecological compensation both at home and abroad, expounds the ecological environment and economic development status of soil and water conservation in Jinjiang basin, Analyzed the causes of the unbalanced development of the ecological environment and the economic difference of soil and water conservation between the upstream and downstream of Jinjiang River Basin, puts forward three path selections of soil and water conservation and construction of ecological compensation mechanism of thegovernment dominated in the Jinjiang River Basin,that is Quanzhou City Hall ‘s responsibility compensation,the government of the lower reaches’ obligation of compensation,and the government of the upper reaches’ self compensation,which provide a reference for ecological compensation mechanism of soil and water conservation in Jinjiang River Basin.
