An Empirical Research On Regional Shaanxi Province Inclusive Innovation Capacity Assessment

Shaanxi Province for further implementation of innovation-driven development strategies, building an innovative province, hoping to build regional innovation system has the characteristics of Shaanxi Province, to provide guidance and support for the full realization of the "three Shaanxi" goal. Therefore, objective, fair and scientific evaluation of regional Shaanxi Province inclusive innovation, inclusive analysis of regional innovation and development problems and make relevant suggestions for Shaanxi Province to build regional innovation system, building an innovative provinces to implement innovation-driven development strategies to achieve sou nd and rapid economic development has important guiding significance.In this paper, the area of inclusive innovation capacity in Shaanxi Province as the research object, first studied the concept of inclusive innovation, features, models and innovation with the elite carried out a detailed comparison; then the basis for the theory analysis, from the inclusive the basic connotation of innovative paper proposes a structural model of inclusive regional innovation capacity measure; evaluation index system of regional innovation capability inclusive of Shaanxi Province, the use o f a weighted integrated measurement method for the 2009-2012 region of Shaanxi Province 10 inclusive measure innovation capacity evaluation; further test the relationship between innovation capability and inclusive local economic development, the use of the relevant panel data to construct multiple linear regression model, empirical analysis of the deep relationship between economic development Shaanxi Province and inclusive innovation. Through research and analysis found: Regional Shaanxi Province inclusive innovation capability into overall increasing trend, showing a positive U-shaped; inclusive innovation ability level is very obvious differences between the regions, on the whole entire Shaanxi Province can be divided into four steps, according to the region strength of inclusive innovation capability were in Xi'an, Shaanxi region, northern Shaanxi and Southern regions. The first industry; regional openness and inclusiveness innovation capability exists a significant positive correlation; while between economies of scale, horizontal and inclusive innovation capability is weak correlation between the existence of a positive correlation at the 10% significance level accounting and inclusive structure into a negative correlation between innovation capacity, industry structure accounted for the second and inclusive innovation capability inverted U-shaped relationship, the proportion of tertiary industry structure and inclusive innovation capacity positively correlated.
