Operational Mechanism And Value Evaluation Of Inclusive Innovation System

China’s rural e-commerce as an innovative form of inclusive innovation,to a certain extent,solves the problem of rural poverty,to change the rural economic model quietly,narrow the digital divide between urban and rural areas.However,environmental and social problems,caused by the emergence of rural e-commerce are common,such as pollution problems in the process of production,packaging,logistics,and employment problems caused by the impact of the real economy,etc.,seriously damaged the economic and social sustainable development.Therefore,to research on inclusive innovation from the perspective of system theory,to improve operation mechanism of Taobao village,to enhance the inclusive innovation performance of rural e-commerce,and to achieve accurate poverty alleviation,toppling poverty and green poverty reduction has become the key problem to be solved urgently in China.This study based on the perspective of system theory,around "the evaluation system of inclusive innovation system","operating mechanism of inclusive innovation system" and "value evaluation of inclusive innovation system" three issues of research,provides a set of effective evaluation index system of inclusive innovation system,statically analyzes the influencing factors of inclusive innovation system,and dynamically tests and evaluates the operating mechanism of inclusive innovation system.First of all,this study sorts out the related literature of inclusive innovation and inclusive innovation system,and defines the concept of inclusive innovation system.Study based on the theory of innovation,system theory,national innovation system theoryandsymbiosis theory from the national innovation system,regional innovation inclusive evaluation system,taking China’s "Taobao Village" rural e-commerce as an example,from the micro level designs evaluation index system of inclusive innovation system,provides a set of effective evaluation index system for the follow-up study.Secondly,through the empirical method of regression model,this paper statically analyses the influence factors of inclusive innovation system,builds the system dynamics model,and through the correlation analysis and regression analysis puts the related factors in the index system into the system,simulates dynamic operation mechanism of inclusive innovation system,predict the future development trend of rural e-commerce model innovation and farmers’ technological innovation,and provides theoretical reference for the government’s scientific management and decision-making.Then,by constructing the hierarchical regression model,it is verified that the inclusive innovation system has a positive effect on solving the problems of rural poverty,peasants employment,gender inequality and changing people’s ideas,to further validate China inclusive innovation form of rural e-commerce to promote inclusive development of China’s economy and society.There are four main characteristics of this research.Firstly,it comprehensively explains the theoretical basis of IIS,and designs the evaluation index system of IIS from the perspective of system theory,which enriches the existing theory.Secondly,empirical research methodshaveverified the theory.Constructing hierarchical regression and system dynamics models test the operation mechanism and the value of IIS,and compensates for shortcomings of the previous theoretical research.Thirdly,through field visits,in-depth interviews,and questionnaires,the author collects survey data of rural e-commerce in China’s Taobao village,and makes empirical tests.Survey data mining has many natural advantages,such as diversity of data sources,pertinence of data index,and accuracy of data quality,which avoids the limitations of administration data statistical index and the inherent defect of data quality.Finally,this study verifies the relationship between the various elements of IIS from both static and dynamic aspects,predicts the development trend of IIS,and quantitatively analyzes and evaluates inclusive innovation to solve problems.These could have positive impacts on issues ranging frompoverty,employment,gender inequality,and the influence of people’s ideological change.Based on the national innovation index system and inclusive regional innovation performance evaluation system,this paper puts forward a set of index systems based on the microeconomic perspective of the IIS,such as the use of e-commerce tomeasure inclusive innovation performance.This avoids the use of GDP and other macroeconomic data to measure inclusive innovation performance,while adding gender equality,ideas,pollution,and other inclusive innovation index measurements.Through the static analysis,the main influencingfactors of inclusive innovation include:the scale of online stores,capital investment,R&D personnel input,technical training,the number of patents,and technology diffusion.This paper dynamically analyses the operation mechanism of inclusive innovation,and predicts the increase of China’s rural e-commerce inclusive innovation performance year by year.2019 to 2020 shows sharp growth,which provides reference for scientific decision-making of national and regional government departments.Through the evaluation of the value of IIS,it is found that the emergence of rural e-commerce in China has solved the problem of poverty in rural areas,promoted the employment of the labor force,improved gender equality,changed the peasants’ mode of thinking,and provided a new way to evaluate the social value of IIS.
