With the development of social economy, most of the young and strong labor force in the rural areas have broken away from the agriculture industry and entered the non-agricultural sectors and most of them flow to the cities for development. The change in the traditional agricultural economic structure will lead to the change in the way of life and concept. The pension for rural old people has become a prominent problem of the society. Therefore, studying the rural socialized pensioning closely related to the rural social economic development has become the top priority.Based on the concept of trading cost and the institution change theory in institutional economics, this study surveys the changes and the development of China's rural social pension system and the impact, brought by the changes of state policies and economical and social development, on family structure, manpower changes and ideological renovations, and then analyze the conception and the economic capacity of socialized pensioning in Quanzhou, Fujian Province. The result shows as follows:Firstly, while home-based care is dominant in most rural areas, there is an increase in socialized pensioning in Quanzhou.Secondly, with regard to the conception of socialized pensioning, the aged take family support as the most secure way though as the same time they start to the favor socialized mode since they understand that the problematic traditional mode may undermine their life; their children are more supportive to the socialized mode due to the pressure they are suffering.Thirdly, the economic capacity of socialized pensioning. Statistics show that basically children provide for the aged, which enhances the financial pressure of the young. With a growing number of people carrying endowment insurances and the New Rural Cooperative Medical System, the consensus of improving life via the said ways is "forming.Fourthly, the financial capacity from the government. For long, the financial income of Quanzhou makes up a small share in the GDP and most expenditure is assigned to fix assets investment and city construction. In the context of economic restructuring, it is feasible, without adding the share of income, to adjust the expenditure scheme and divert more support to rural socialized pensioning.According to the current situation in Quanzhou, the author proposes some suggestions for the development of socialized pensioning.
