With the aging of population increasing dramatically in recent years,the elderly group has become a very large group,the pension problem is also becoming more and more serious.In rural areas,the number of young adults flowing into cities is increasing year by year.Under the influence of householdregistrationsystem,income,traditional concepts and instability,there are more and more empty-nest elderly in rural areas,resulting in more and more problems.Mainly shown in the following aspects:first,the income of the elderlyis small,mainly rely on rural pension as income;Second,some elderly people who can work need to farm and even take care of the left-behind children.The family burden is very heavy.Third,the health status of the elderly,suffering from chronic diseases or sudden diseases,no one around to take care of,the hospital treatment is not timely,and the cost burden is relatively heavy.At present,the government has also issued a series of policies for the elderly,but there are some problems when they are implemented in local areas.Through systematic analysis of problems of SocializedCareServicc for the Elderly in Rural Areas of Weihai,literature research,questionnaire survey,field interview and other research methods,in-depth study of the issue of social pension problem in rural areas,and with the help of public service theory and social security theory,this paper makes a specific analysis of rural social pension.Firstly,on the basis of understanding the concepts of rural elderly care and socialized elderly care service,this paper discusses the content,characteristics and types of rural socialized elderly care service,and analyzes the application of the theories of public service,public products and social security in this paper.Secondly,this paper makes in-depth analyses the aging situation of Weihai,the situation of socialized elderly care in rural areas,the measures taken and the achievements obtained through data.In view of the existing aging situation,Weihai has adopted measures to protect the elderly in rural areas.For example,the government incorporated the rural elderly care service into the city's livelihood development plan,highlighted policy support,supported the development of pension services;the government actively set up diversified investment and financing mechanisms;by adhering to standardized construction of elderly services,professional training,and social security,the rural elderly care organizations,community home-based care services and other pension services have improved and achieved some results.Thirdly,it analyzes the problems and causes of rural social pension services.Through investigation and data analysis,the construction of the rural social pension institutions in the rural area is obviously insufficient compared with the increasing demand for the aged services.Moreover,the local governments' policies and management for the rural pension services are not in place,the management services of some rural pension institutions are not good enough,and the rights and interests of the elderly are not effectively protected.It is the dual public service system in urban and rural areas that leads to the inequality of pension services in urban and rural areas;the lack of awareness of socialized pension services among rural people;the unwillingness of change in the concept of pension for some elderly people and insufficient family income security,resulting in the inability to undertake satisfactory pension services.Finally,it puts forward some countermeasures and suggestions to solve the problems existing in the rural social pension service.The first is to establish and improve the system and mechanism of universal sharing of urban and rural basic pension services;the second is that governments at all levels and social organizations increase investment in rural socialized pension services;the third is that local and grass-roots governments strengthen supervision and service of socialized pension institutions;and the fourth is to guide rural residents to change their concepts and accept socialized pension services.
