Study On The Building Of Agricultural Socialized Service System In Zhejiang Province

Agricultural socialized service system is the characteristic of modern agriculture, it arises within a certain degree of development of social division of labor and commodity agriculture, when agriculture producers transfer some of their work which they should conduct by themselves in original production process, to other developments or organizations in society to complete, and obtain all kind of beneficial services from these developments or organizations, in order to improve the production condition and rise their agriculture profits. We can observe the modernization of agriculture of a place through it’s agricultural socialized service system, the agricultural socialized service system is more well developed, the agriculture is more highly modernized, the industrialization is more strongly developed. A perfect agricultural socialized service system provides agriculture labors with comprehensive production and operation services, and it is a important way of rising agriculture production efficiency, improving production environment, and increasing labor incomes, and it is a necessary requirement to stabilize and improve the basic operation system in village, to insure the national food safety and to achieve agriculture modernization. The agricultural socialized service system in Zhejiang province has made great achievement within years of development. In recent years, the local government in Zhejiang increases investment in rural infrastructure construction, and various cooperate organizations and leading agriculture enterprises grow very fast, all of these brings a new chance for the developing of agricultural socialized service system.In the mean while, it is also facing a lot of obstructs and problems, as the overall level of the system needs further improvement, the system construction is not perfect, the service organizations in the system are not complete, the supply of service can’t meet the demand, and within low market level, etc. But by observing the agriculture advanced countries in the world, we can find that the agricultural socialized service system in these countries are very perfect, and their agriculture are highly competitive which have sufficiently achieved mechanization and modernization. So the problem of how to build a perfect agricultural socialized service system is not only faced during the agriculture developing process of Zhejiang province, to build a perfect agricultural socialized service system is also necessary in the way of China’s achieving agriculture modernization.The research content of this paper includes six parts.The first part introduces the research background and meanings, reviews the literature and states the research methods of this paper. The second part focus on relative theories, defines the basic concepts of agricultural socialized service system, such as its subject, object and the service content, explicits the goal and task of agricultural socialized service system construction, and makes a study of the international experience in agricultural socialized service construction.The third part represent the history and achievement of the development of agricultural socialized service system in Zhejiang province and finds out the present problems in it. The fourth part analysis the supply of two kinds of service, production agriculture service and synthesize agriculture service, in the agricultural socialized service system in Zhejiang province, analysis the function and character of government, agriculture cooperate organization and agriculture company in the system, analysis the service demand from farmers, cooperate organization and agriculture company on the basis of the analysis result of questionnaire, and then make a deviation analysis of the supply and demand of agricultural socialized service system.Based on above analysis, the fifth part selects and establishes a hierarchy index system, sets up an evaluation model, and makes a comprehensive evaluation on the developmental level of agricultural socialized services in Zhejiang province. The results could by largely reflect the actual developmental level. The last part are conclusions and policy advices, which are based on the research and analysis of the construction of agricultural socialized service system in Zhejiang province.
