Moderate departure and supplement of Employees is extremely beneficial on innovation and development of enterprise operation model, but excessive and out-of-control staff liquidity may have effects on enterprises' economic efficiency. Staff departure may cause huge economic trauma for enterprises. This, of course, includes the cost of recruiting and cultivating talents. Effective control and management of employee turnover may not only relate to employees'career development but also relate to enterprise's healthy and rapid development.In peace, combat role of underground civil air defense projects is not prominent. In order to improve the efficiency of such projects, many have been rebuilt to guesthouses, restaurants, hospitals and the theaters. Companies specializing in investment in the projects have mushroomed, and the market competition is becoming increasingly fierce. Therefore, how to succeed in the fierce competition has become a huge job for companies. Also the companies' competitiveness mainly focuses on human resource competition. However, because of the lack of talent reserves and the expansion of the market, staffs'liquidity in civil air defense engineering development companies may also increase.Based on the staff turnover in SY Civil Air Defense Project Development Company, this paper uses case study method and literature research. Through the typical cases of four staff turnovers, this paper discovers the reasons on the personnel loss of the company and puts forward countermeasures and suggestions. In this paper, the author applies MBA theories including human resource management, behavior histology, management and other related contents for the adequate theoretical basis. What's more, through data and typical case studies from SY air-defense project development companies, this paper puts forward effective solutions from talent recruitment, compensation and welfare system, enterprise culture construction and career planning. Therefore, the company may decrease its turnover rate and retain the staffs, so that the company may ensure its efficient operations.
