The Provincial Government has chosen the closed type of Elite Decision model to make investment decisions for a long time. However, there are so many problems as the errors of the policy and the low efficiency, In order to make the decision-making fault below the acceptable limits; we must transform the model of investment decision of the provincial government, which is also the scholars' research focus.Firstly, this Paper will introduce the concept of government investment, decision-making, and the content of the closed type of elite decision making model. Secondly the author will summarize the development of investment decision-making model, finds the problems of the government investment decision-making model and the urgency of China's government investment decision-making model's transformation.Thirdly, the author will analyze the problems of China's government investment decision-making model from the perspectives of elite decision-making theory, public choose theory, and deliberative democracy. At last, the author will try to put forward a refined path selection of government investment decision-making model by standing on the shoulders of others in relevant academic fields. The author will put forward reference suggestions from main body, mechanism, methods and procedures. The author suggests that the government should clear its position, expand the scope of investment decision-making body, and ensure the citizens participate in a weight ratio of rise, improve the accuracy and completeness of the government decision-making information, strengthen the scientific of experts' discussion, improve the performance audit and the responsibility assigning mechanism of administration decision-making fault.
