Recent years, China is under the economic downward pressure. In such an environment, the enterprises have to improve management level and leadership to keep sustained and rapid development. The middle managers are the main part of a company who play a more and more important role for the development of the enterprise. So it is meaningful to survey and analyze the current situation and issues of the leadership of middle managers, and then push it to be developed.China National Petroleum Corporation is a super-huge type of central enterprise. It is one of the main producers and suppliers of oil and gas resource, which is also an integrated international energy company. Under the pressure of economic downward, CNPC starts to strengthen the team of talented people. The paper takes the middle managers in DX Company which is a subsidiary corporation of CNPC as a research subject. Through the discussion of the related contents of middle managers and leadership in the subjects of Management and leadership, we analyze the necessity of developing the leadership. Combining the current situation of middle managers in DX, we can explore the existed major problems of leadership and elaborate the specific reasons. Then the leadership quality model will be established to state the goal and principle of leadership development, and to analyze the feasibility of the development in DX. On the basis of that, the paper put forward the overall framework of the design on the aspects of employment, training, examining and inspiration. Finally, the paper elaborated measures from the four parts of manager, human resource, accounting department and middle managers to ensure the whole design to be carried out smoothly.The paper combined the theory of middle managers leadership and current situations together. The scheme what we have designed will guide the middle managers in DX to develop well. Meanwhile, the design will both tackle the problems and provide implement security which will push forward the development and promotion of middle managers actively.
