A Study On Early Warning Systems For The Unemployment Risk In Tianjin

With the adjustment of industrial structure and economic growth in Tianjin,the unemployment population has become an important object of the current government concerned.Most of the districts and counties of Tianjin governments have not yet established unemployment monitoring and early warning system,it is necessary to establish unemployment early warning systems.Determine a reasonable target unemployment regulation,using various means to control the size of unemployment,the city's unemployment situation should be controlled within a reasonable range.This paper use surveys and statistical analysis methods to study the problem of Tianjin current employment and unemployment situation.Then we use the Parsons functionalist theory to guide the establishment of the unemployment risk early warning system.According to the social system theories to explain the association between the social system and unemployment risk early warning systems,and to explain the risk of unemployment early warning system through the functional analysis functional analysis framework by AGIL Paradigm,and proposed functional modules unemployment risk early warning system.Named by unemployment risk warning information collection module,unemployment risk warning indicator system module,the risk of unemployment early warning and forecast model module,unemplo yment risk warning alarm module.Establishing each subsystem of the unemployment early warning system through the module,which is based on modern theory and means to achieve an early warning of an unemployment forecast,alarm management systems.Finally,this paper puts forward some countermeasures,such as promoting the development of integration mechanisms,improve the labor market,establish Tianjin Committee of Experts warning unemployment,improve the social security system,improve the quality of emp loyment,encouraging entrepreneurship and the public rely on the integration of Beijing,Tianjin and Hebei,develop tertiary industry and to deal with the problem of unemployment.Establish unemployment risk early warning systems can effectively adjust the process of economic development in emerging problem of high unemployment,it plays an irreplaceable role in the establishment of a unified labor market and improve the urban and rural areas,improve the social security system.The establishment of early warning systems can improve the risk of unemployment unemployed survey system,and grasp the situation of current labor supply and demand,it is an effective system to deal with the problem of unemployment at present.
