Research On The Construction Of The Social Medical Insurance System For The Urban And Residents Of Taian

The establishment of urban and rural residents' social medical insurance system is to satisfy the basic medical needs of urban and rural residents. It is the perfect and RE development of the traditional medical insurance system in the new historical conditions. The system makes up the deficiency of the traditional medical insurance system and narrows the differences between urban and rural areas. It plays a very important role and has a practical significance for the improvement of the living standards of the people, keeping social stability and unity and promotion of harmonious socialist society building.In this paper, the following methods, which include literature analysis, comparative analysis, the actual survey, are used to analyze the construction of the medical insurance system for urban and rural residents in Taian City. According to the analysis, the main conclusions are obtained as following:(1) The construction of medical insurance system for urban and rural residents in Taian City has experienced three stages: The first stage is the traditional rural cooperative medical insurance construction stage(from 1957 to 2004); the second stage is separated construction stage of medical insurance for urban and rural residents(from 2005 to 2013); the third stage is unified construction stage for urban and rural residents medical insurance(from 2014 to present).(2) In 2015, the coverage of basic medical insurance for urban and rural residents in Taian City has reached.During the development process, the following characteristics are formed: the first characteristic is co-financing by personal and government, the second characteristic is the government subsidies play a key role in addition to co-insurance by hospitalization and outpatient chronic disease, the third characteristic is that it is convenient for the patients to go to a doctor and supplementary insurance is provided which helps to meet need of payment of the large medical expenses.(3) The construction of basic medical insurance for urban and rural residents in Taian City has got good results: the basic medical insurance system for urban and rural residents in n Taian City is established initially; which enhancing the fairness of medical insurance system and promoting the development of the local economy.(4) There are some problems in the construction of basic medical insurance for urban and rural residents in Taian City, which are as following: the organization and management system is not perfect, the standard of raising funds is low, the voluntary participation is insufficient, and the medical treatment compensation system is not perfect. The reasons for these problems are as following: the quality of management staff is not good, the investment from government is insufficient, the allocation of health resources is unreasonable, two kinds of system the urban and rural system and the household registration system.(5) The principles for the construction of basic medical insurance for urban and rural residents in Taian City are as following: the principle of fairness, the principle of systematic and scientific, the principle of comparability, the principle of extension and the principle of easy to work.(6) The measures for the construction of basic medical insurance for urban and rural residents in Taian City are as following: establishment of unified financing and compensation mechanism, increased financial input, guiding the rational allocation of health resources, gradual unified handling branch and improvement of handling ability. In addition, the following supporting measures should be taken, which includes optimization of the medical service system, promotion of the unified construction of medical insurance system, establishment of a unified information service platform for medical insurance and unified management of the medical insurance fund.
