Secondly, by using economies of scale theory, transaction cost theory to Zhangjiakou bank the necessity and feasibility of cross-regional development are analyzed. After using the SWOT analysis method(analysis) the advantages and disadvantages in Zhangjiakou Banks, laid a good groundwork cross-regional business strategy formulation, the corresponding countermeasures and Suggestions is given.Zhangjiakou bank was established in 2003, after 13 years of struggle and enterprising, Zhangjiakou Banks have made remarkable achievements, and the major operating indicators are at the top of the city commercial bank in Hebei province. Outlets from its inception in Zhangjiakou city only 31, increased to 222 in whole province at present, in addition to the local Zhangjiakou, also has covered in Shijiazhuang, Tangshan, Lang fang, Handan, Cangzhou, Chengde six cities, Baoding branch, Xingtai branch have been actively planning, employees nearly 4000 people.
