In the new normal phase, environmental tendency variation like International trade and business, production capacity, labor force supply, resource constraint and so on has proposed new development requirements to industrial development of China, which also has brought more opportunities. After 2011, China's economic growth rate down to 7%-8%,and the GDP growth rate of 2015 down to 6.9%. Industrial growth is still an important support for economic growth during the new normal phase. Industrial technology progress is the main driving force to improve the total factor productivity of industrial industry, so the core of promoting industrial growth is to raise the level of industrial technology.Industrial technology progress is mainly embodied in: 1.The labor-intensive turn to capital-intensive; 2. Improving of the technical level of enterprise management; 3.The same elements input conditions with more output; 4.Pollutant emissions reduced, ecological environment can be improved. Using Chinese new normal phase industrial data from 2012 to 2014, including output difference of population and environment, utilizing Malmquist Index method included in DEA data to measure the industrial technology progress of provinces and cities in China, reached a conclusion which indicates that from 2012 to 2014, the average annual progress of China's industrial technology was 5.3%, which is 0.8% higher compared with the average annual progress from 1999 to 2009. In addition to the Hainan province's annual industrial technology progress for-0.3%, the other 25 provinces annual technical progress values are all positive, and the average annual industrial and technological progress in Beijing is the highest, up to 13.9%, followed by 10.6% in Jiangsu province.Using Cobb-Douglas production function on the panel data of provinces to estimate the influence of industrial technological progress in industrial output, this article reached a conclusion which indicates that the estimation of elasticity that industrial technological progress influenced on industrial output using fixed effect model and random effect model are 0.35% and 0.38%.Finally, this paper gives the policy recommendations: China should change economic growth mode, reduce dependence on intensive industry, actively promote industrial upgrading and optimization of industrial structure, make efforts to integrate innovation resources, strengthen the protection of intellectual property rights, pay attention to industrial technology innovation, and through innovation and enhance the level of industrial technology and rely on the development of industrial technology to achieve sustained economic growth.
