| Due to the merits of city rail transit such as massive conveyance capacity,convenience and coziness,safety,marked social benefits etc.the improvement of public transportation with city rail transit as its cornerstone has evolved to be an essential channel to cope with related problems arising in cities.The conveyance corridor based on city rail transit exhibits marked external qualities,among which,the transportation,social and environmental benefits are especially outstanding.However,the cost of construction and operation of city rail transit usually goes sky high,which forces the local government to turn to whopping loans from bank and to be financially burdened with bank interests and insurance expenditure.As a result,constrain of available capital,plus the deficit in the process of operation,has become the bottleneck impeding the development of city rail transit.In addition,with the lack of effective measures to quantify external revenues and compensation mechanisms,external revenues generated through the Corridor Effect of city rail transit were improperly distributed.Consequently,the development of city rail transit,which should be a sustainable strategy of city development per se,faces the impasse of unsustainable economic benefits.In order to address this imbalance,it is necessary to quantify the external revenues generated through the corridor effect within city rail transit,to establish effective compensation mechanisms by allotting part of the external revenues to finance the construction and operation of city rail transit.In this way,the burden of both construction businesses and consumers of city rail services will be alleviated,thus the virtuous cycle of city rail transit development can be formed.The current paper will first explain the research background,aims,significance and innovations of this study,as well as the necessity of quantifying and redistributing the external revenues generated through the Corridor Effect under the circumstance of imbalance between the blossom of city rail transit and distressing financial sources.Next,the theoretical bases of this study will be outlined which includes the theory of PPP Model,the concept of Corroder Effect and its external and internal qualities etc.then the paper moves to review pertinent literature on the Corridor Effect of city rail transit and compensation mechanisms of benefit.The review of past works will testify the rationality and practical significance of current study.Besides,the evolutionmechanisms and influence sphere of the Corroder Effect will be analyzed,and a computation model for influence radius of city rail transit stations will be devised based on the concept of accessibility.By employing this model,then the paper will conduct an empirical analysis of the extension part of Line 3 of Chongqing rail transit.In the following section,the external quality of Corridor Effect of city rail transit will be investigated.To be more specific,the index system for quantifying the external quality of rail transit within the PPP Model will be created to explain a case study of the extension part of Line 3 of Chongqing rail transit.In the case analysis,the author attempts to construct an integrate predication model based on theories of BP Network and Markov Chain,to expound the predication model of house price disparity in consideration of the Corridor Effect of city rail transit.With a view to providing both theoretical and methodological guidance for relevant authorities when they formulate the benefit compensation policy during the process of city rail transit development,matters on the price forecasting of the properties alongside the rail transit will be examined in this paper.The final part of this paper will focus on the external compensation mechanisms of Corridor Effect and the methods to safeguard them based on the PPP Model.After clarifying the mechanisms of compensation,this thesis will also suggest some different compensation measures and proffer some advice on the external compensation.Moreover,the methods to safeguard these mechanisms will be specified,which mainly involves planning city rail transit network and the land use in its vicinity,employing innovative development patterns to realize sustainable development of city rail transit projects,as well as supplementing and improving related laws and regulations on the compensation. |
