Joint-stock reform of state-owned enterprises in the 1980s greatly promoted the vigorous development of the listed companies in China. With the continuously strengthen securities market regulation; investors have make agreement on the rational investment. The listed companies pay more and more attention to the important role of internal supervision. However, the inertia, the listed companies pay more attention to the financial index evaluation which increasingly exposed the lack of financial index evaluation system's problems. And it gradually becomes the bottleneck of restricting enterprise performance evaluation.The balanced scorecard as a scientific and effective concept of the performance evaluation assessment tools, which highlight its advantages in the process of enterprise performance evaluation and plays a decisive role for the survival and development of the enterprise. In this paper, there is a wide range research of the evaluation practice and theory both at home and abroad and combine the listed companies'present situation and trend of development in our country. The researchers also bring in a series of non-financial indicators into the indicator system in the traditional evaluation system. The paper uses the researches constructs a new evaluation system which using the balanced scorecard as the core to promote scientific and accurate performance evaluation of listed companies. It should be pointed out that, although the balanced scorecard in the performance evaluation of listed companies in Western Europe and North America showed an irreplaceable advantage and it also get success in the corporate governance in foreign countries. But because of profound historical differences and reality gap between Chinese and western enterprises, there are several problems become the focus of attention, like how to introduce the balanced scorecard into Chinese listed companies, how to adapt it to Chinese listed companies governance mode and how to full play its unique advantages.Therefore, this article tries to combine the study of the development history of the balanced scorecard with the Chinese listed companies'characteristics to explore the balanced scorecard in performance evaluation of listed companies in the specific operation and practical application. The main contents of this paper are reviewing and comparing the model of corporate governance, especially the performance evaluation at home and abroad. On this basis, this paper also reviews the index system of performance evaluation theory and evaluation framework. Meanwhile, it expounds the general evaluation method of listed company and the current evaluation mode of listed companies in our country. It also introduces the basic principle of the balanced scorecard, the unique advantages of it and the analysis of its feasibility. At the same time, the BSC evaluation model and its practical applicability are discussed in terms of performance evaluation in the governance structure of listed companies in our country. Finally, it discusses the BSC evaluation model and the construction of index system, reconstructing and calculation method, and then describes its disadvantage.
