With the whole society energy saving emission reduction and the improvement of environmental protection consciousness,the natural gas as a clean energy is increasingly paid attention to,and our natural gas market has entered a stage of rapid development.In recent years,countries in the field of natural gas has staged a series of policy,the basic direction is "of two heads,and hold the middle" of the overall train of thought,let go of the gas producer prices,the government only on natural monopoly natural gas pipeline transportation price management,gradually realizes the pipeline business and other business separation,gas price by reducing the terminal to promote gas consumption,Guide rational market competition.Gas,especially the development of city gas industry is undergoing major transformation,both opportunities and challenges,to development and survival in the new competition and challenges,must strengthen their own management,build a set of suitable for this enterprise performance evaluation system,so as to make the performance evaluation of real play a substantial role,eventually improve enterprise core competitiveness to achieve strategic goals.In this thesis,the performance evaluation system of H gas company is taken as the research object.Firstly,the theoretical knowledge of balanced scorecard,economic value added and performance evaluation system of state-owned enterprises are expounded by literature analysis.Current research status of enterprise performance evaluation at home and abroad,theoretical research results;It illustrates the adaptability and necessity of optimizing the performance evaluation system of H gas company by using balanced scorecard and other theories.Then analyzed the current status of performance evaluation system,H gas company through interviews,found though H gas company existing performance evaluation system is effective in promoting enterprise development,but also has the performance evaluation index set is not enough comprehensive,not enough refining,disconnected with the company’s strategic goals,and find out the cause.Then,starting from the enterprise strategy,the strategic objectives are decomposed into performance indicators with causal and logical relations by using the balanced scorecard theory,and questionnaires are distributed to expert leaders,and the weight of indicators at each level is determined by the analytic hierarchy process.Finally,this thesis analyzes the application of the optimized performance evaluation system of the company,and puts forward the safeguard measures for H gas company to implement the optimized performance evaluation system.Thus,the optimization of the performance evaluation system of H gas company is completed.The marketization reform of natural gas has been started in our country.As the downstream of the industrial chain of natural gas,H Gas Company’s market positioning is also changing.The original performance evaluation system can no longer adapt to the needs of the enterprise development completely,and needs to be improved urgently.The research of this thesis is carried out under such a reform background and is consistent with the current development trend of H gas company.Therefore,the research results of this thesis will improve the management level of enterprises,promote the sustainable and healthy development of H gas company,and provide a certain reference for the upgrading of the performance evaluation system of H gas company after its strategic transformation.
