Research On The Supply Of Basic Public Services In Shandong Province Rural Areas

With the improvement of our national strength and status, the residents demand for basic public services is growing. However, our long-standing "dual" structure of the economy led to the development of rural backwardness, the government provided significantly unequal basic public services to urban and rural, affecting the lives of rural residents, while not beneficial to coordinated development of urban and rural areas in our country. The eighteenth National Congress of the Communist Party of China stressed that comprehensively improve people's living standards need to overall achieve urban and rural basic public services equalization. The problem urban and rural equalization of basic public services should be solved is the inadequate supply of basic public services in rural. The phenomenon that value city and ignored rural is also present in basic public service supply process in Shandong Province. The supply of basic public services in rural areas have long lagged behind. Narrowing the development gap between urban and rural areas, balanced development of urban and rural economy in Shandong Province, the problem urgent need to solve is the supply of basic public services in rural areas.On the basis of reading and research on domestic and international research on rural public goods supply and demand, this study explores the Shandong Province rural basic public service supply situation and problems. Research using data of 1999——2013 to conducted a correlation analysis with net income of rural residents and seven product spending. Analysis concluded that, at present, the supply of transportation communication and health care in Shandong Province rural basic public is still lacking, but the government's importance and development of education and cultural has achieved a good effect. Study of supply satisfaction degree and demand leave of basic public services in rural Shandong Province is through field survey. Through the analysis of survey results, this study suggests that the process of supply basic public services in Shandong Province rural areas exist the issue that supply insufficient and can not meet the needs of farmers, supply does not reflect the farmers' preference. Combined with the reality of Shandong Province, this study suggests that the causes of the problem are the following: dual system constraints, unbalanced economic development of urban and rural, Inadequate funding for basic public services in rural areas, lack of channels to express the interests of farmers, supply basic public services lack of effective supervision. For these reasons, this study put forward some suggestions in the macro, meso and micro ways to impel the supply of basic public services in Shandong Province rural areas.
