Basic Public Services In Rural Areas In China Supply Imbalance

After reform and opening up30years of development and construction, China’s economic strength, comprehensive national strength and international status has improved markedly, improving people’s livelihood."Twelfth Five Year Plan" since, the area, the relevant departments to earnestly implement the decisions and arrangements of the Party Central Committee, the State Council, the construction of basic public service system in China has achieved remarkable results. However, the contradictions, China’s basic public service supply imbalance of development is still very prominent, establish and improve the system of basic public services are still faced with many difficulties and challenges.The rural public service supply imbalance, this paper attempts to jump out of most of the domestic scholars from the economic sense of the public products theory analysis and problem solving, but from an administrative perspective, emphasizes that the public interest is the first consideration of rural public service supply, then the public products attribute factors on economics meaning. This paper is divided into four parts:The first part is an introduction, mainly introduces the background and significance; research status at home and abroad; the definition of related concepts; research ideas and methods and the possible innovation, difficulty etc.The second part based on review of the rural public service supply in our country’s history, reveals the lack of current our country rural basic public service supply performance. Specific for: the government in the total rural inadequate supply of public services, structural imbalance; city and rural public service supply imbalance; imbalance of rural public service supply of East, West; imbalance between supply ability target expectation and reality.The third part analyzes the reasons of rural public service supply imbalance. Specific for: the heavy city light of two yuan in urban and rural public service supply system; fuzzy public service supply division of responsibilities and authority; the routine power and financial power asymmetry; public service the top-down decision-making mechanism; lack of effective demand expression mechanism; pressure system performance tendency of performance appraisal; administrative monopoly in public service supply; slice division of administrative organizational system.The fourth part puts forward some countermeasures for China’s rural public service not balanced performance. Should be in the countermeasure suggestion,: the establishment of conducive to balance the supply of rural public service policy; strengthen to change its type to the public service function of government; responsibility of government public service supply clear at all levels of government; to realize multiple and diverse supply of the main financing channels; public service supply decision to fully reflect the farmers demand; set up to provide public services for the performance appraisal system center.
