In this paper, I revolve the theory of consumer preference and the theory of supply-side reform to analyze and summarize the main staple of China's potatoes production, processing, technology, storage, sales and so on. The potatoes production has steadily developed, the breeding system improves further, seed production levels increase gradually, the industries flourish and the special potatoes processing base construction developed rapidly evolving storage pit construction scale gradually establish and sales and service network improve. But there are still some problems in the potatoes industry development, the basic conditions for seed production is weak, it needs to be further improved, the quality of the yields is low, virus-free seed quality inspection system is not perfect, potatoes storage pit construction standard is not high, the level of processing technology is low, and industrial development has lagged behind. The staple food of potatoes for mass consumption concept of the status proposed a solution to food security, it can lead agricultural transformation and upgrading to the high level, forward-look strategies to increase farmers' income. In fact,the staple food of potatoes is processed into suitable usual habits of Chinese people like bread, pasta, rice and other staple foods, to achieve consumption of potatoes from the current shift to the consumption of staple foods. The staple food of potatoes is another new strategy in the new situation of national food security, the implementation of this strategy will not only bring new development opportunities for the potatoes industry to promote industrial development, but also promote economic development. It will make potatoes become the staple food, and make more diverse varieties of the staple food, make the nutrition of the food more diversified, enhance the level of food security and become the new initiatives.By questionnairing the factors affecting potatoes consumption, as well as the quantitative model analysis, that finding(1) consumers buying the potatoes as a willingness to staple foods is affected by gender, education, promotional activities to buy gifts for a significant effect, and having a positive impact;(2) the willingness of consumers to buy the potatoes staple food on household income, potatoes prices, consumer eating habits are significant and presented a negative relationship. The price of the potatoes is the biggest factor affecting the staple food fo the potatoes.(3) the consumer's age, family status, marital status, the potatoes brand, are not significant on the impact consumer purchase potatoes as a staple food, the potatoes product purchase will not be limited by the consumers' age, and not be affected by family status and marital status. Due to the potatoes brands known by the consumers is relatively less, so when the consumers purchase the potatoes food, the brands are less sensitive to the consumers.Finally, based on the analysis of the potatoes' production and supply, and the analysis of the demand to the potatoes, this paper presents some relevant policies recommendations from the angle of the supply-side reforms, the consumer-side training and government supportion. Starting from the supply-side reform, we should not only pay attention to breeding, cultivation techniques, but also the introduction of measures to achieve the full mechanization of potatoes, reduce production costs; carry out potatoes staple food technology research mode, improve and perfect the process of the staple food, and the development of diverse potatoes food. From the consumer-side view, propagate the idea of "Great Food, Great Food" concept to the consumers; broadcast the publicity and the abs from the mainstream media and new media; organize the distinctive potatoes Festival, make us of the potatoes promotion and other potatoes activities to show a wide range of the new potatoes staple products, cultivate potatoes staple consumer groups; collect the consumers' experience and the useful points of eatting the potatoes staple products, improve the skills and the enthusiasm to promote the nutrition and its function. From the government' angle, the role of government in the development of the potatoes industry is indispensable, we must give full play to the role of national food policy to support the development of the potatoes industry, to mobilize the enthusiasm of the potatoes farmers to grow potatoes; through the controlment of the national policy, the goverment guide the masses of deep processing of potatoes increase the added value, allowing farmers to get rich.
