With the rapid development of global economy, the competition between enterprises is becoming more and more fierce. In order to develop their competing abilities, the enterprises demand more and more high-quality talents. As a consequence,the recruitment of these high-quality talents has become an object pursued by each enterprise; At the same time, the training of these talentshas also become theaim of the enterprises.Currently, with the frequent flow of social talents, if the enterprises want to improve their own competitiveness as well as maintainthe market position, they must have a complete set of the talent management system. Therefore, research on talent management has a positive effect on improving enterprise's survival ability and competitiveness in the international market.In the face of increasinglysevere market environment, to keep the advantage of dealing with theunpredictable changes, human resources management has become particularly important forFA companies as OEM manufacturing enterprises. However, FA companiesare often the key places where talents lose, which seriously hinders the management and development the companies. Therefore, how to do a good job in personnel management of enterprises has become the urgent need of FA companies to face the problem.This paper, beginning with the summary of basic theory of talent echelon construction, combined withthe characteristics of manufacturing enterprises, describes the manufacturing mode of human resource management and its problems.It analyses and the importance of human resource management in enterprise management as well as the conditions of talents flow in FA companies, along with the ideas of human resources management.It carries on the analysis through the construction of talents team anddiscusses the specific scheme of talent echelon construction by way of management into the talent echelon, different education and training, pay and benefits, promotion channels, occupation development of each echelon personnel. It also progresses its scheme through the ways of theinterviews of the employees and personnel recruitment and dismissals, according to the enterprise recruitment and talent substitutions.
