The rapid development of economy intensifies the competition between enterprises,and advanced science and technology and talent has become the indispensable conditions for enterprise development.Knowledge is an important force to push forward enterprise development,and human resource is the carrier of knowledge,enterprise level of human resource become the important factor in the process of enterprise development,employees of input and output level to some extent a direct impact on enterprise competitiveness in the market.Therefore,how to design and implement performance appraisal to play to the role of the largest become an important problem in modern enterprise human resources management,is to determine the key of enterprise to obtain long-term development.In this paper,based on human resource management and performance evaluation theory,we redesigned the performance appraisal system of circular construction property developing company limited,in order to achieve the company's strategic goal and to raise the level of human resource management.Firstly,we introduced the theory of performance appraisal and the status quo of performance appraisal in circular construction property developing company limited.Secondly,by analyzing the operation of performance appraisal system of circular construction property developing company limited,we found problems such as lack of performance evaluation for project team,unclear assessment indicators,performance appraisal main single,lack of effective communication during the performance appraisal process,the disjointed of performance appraisal and corporate strategy,lack of performance appraisal feedback.Thus we propose measures containing elements from BSC and Full-Circle Appraisal to improve the performance appraisal system of the company.To implement the new performance appraisal system,it's needed to improve the performance management system,strengthen the application of performance appraisal results,so that promote the implementation of the whole process.By implementing the new system,we hope to inspire confidence of the employee to achieve organizational goals.The appraisal for teamwork is good to encourage research personnel involved in project and to coordination with the other members,thus result to complete the task with high quality.
