A Study On The Organizational Structure Optimization Of Trans-departmental Network Construction And Maintenance Unit In Tianjin Mobile

With the extension of the evolution of communication technology and communication industry's breadth and depth, China Mobile is facing many severe challenges than ever before. Tianjin Mobile company as a wholly owned subsidiary of China Mobile also faces tough competition and pressure. Especially when the 4G era comes, the quality of mobile internet becomes increasingly important with people's over-reliance on it. Therefore, network construction and maintenance business determines the quality of the communication network. Over the years, Tianjin Mobile always follows the traditional model of management for network construction and maintenance business. Particularly, the trans-departmental business organization for network construction and maintenance based on functional organization structure cannot adapt to the current rapidly changing in external environment, resulting in unfavorable situation of communication network operation efficiency.This paper describes the concepts and principles of organizational structure, focusing on trans-departmental business organization and clarify general invalid features of this organizational structure. Secondly, according to the trans-departmental business of Tianjin mobile network construction and maintenance and present situation of the organization, we put forward a variety of problems faced in the current work caused by the irrational of the organization structure in the form of cases, and make the cause of the problems analysis. Finally, according to the analysis of the current problems and in order to achieve the demand of the organization strategy from different angles that are optimizing the allocation of resources, optimizing business processes, eliminating selfishness ideological point of view and reasonable authorization and decentralization, we propose a proposal and optimization that trans-departmental business organizational structure of network construction and maintenance of Tianjin Mobile needs to develop toward to project management, flat, internal market and borderless.
