Study On The Mechanism Of The Third-Party Evaluation On The S&T Planning Projects

S&T planning projects play an important role in promoting the progress of the national scientific and technological strength and enhancing the comprehensive national strength. However, intense competition for projects and funds has led to many problems, such as academic fraud, scientific research plagiarism, misappropriation of research funds, which make the management of S&T planning projects increasingly complex. In order to transform government functions and improve the assessment’s quality, governments at all levels have begun to establish the third-party evaluation mechanisms. However, our country has not yet formed a mature market, and the thirdparty assessment bodies are lack.Previous studies, based on the institutional economics and agency relationships, did not expose the third-party assessment bodies under the market environment to examine the impact of market factors on their independence. This paper attempts to analyze the survival of the elimination and incentive effect of the third-party evaluation mechanism, and discuss how to keep the independence of the third-party assessment agencies in the market. Firstly, the current status of S&T assessment mechanism is sorted out. Then the paper analyses the asymmetric information and agency relations among the subjects and builds the game model to explain the defects of the traditional assessment in encouraging the evaluation experts and avoiding the "conspiracy" problem. Secondly, the article analyze the survival of the elimination using the theory of economics and study the incentive effect of the third-party evaluation mechanism by construction a simple model. In the last, we introduce the factors that the market is constituted, such as income, reputation rewards, and extra benefits and build a dynamic game model to research the motivation of project undertaker and the third-party assessment bodies. Then the factors’ impacts on the independence of the third-party is studied and a numerical simulation on the model is conducted.We conclude that third-party evaluation mechanism helps improve the level of assessments; the mechanism of the third-party assessment has an effect to maintain the independence of the third-party evaluation institutions; various factors have a substitution effect in maintaining independence; and there are differences in the degree of influence of various factors on independence. Based on the results of this study,the article puts forward the suggestions, such as ensuring the independent position of the third party assessment bodies, making full use of restraints of market mechanisms and improving administrative constraints.
