Research On The Third Party Management Evaluation Of Scientific Research Projects In China

For a long time,along with the national high technology research and development program(hereinafter referred to as the "863 Plan"),national key basic research and development plan(hereinafter referred to as the "973 Plan"),to carry out the deployment,management system of scientific research projects in China along with the formation and development of the third party to evaluate the work and promote it more than 10 years,the implementation is mainly composed of the science and Technology Department of the lead organization.In recent years,with the implementation of China's scientific research and management reform and innovation policy,the third party evaluation mechanism of China's emergence,scientific research program of the third party evaluation work in advance,but in behavior still need to regulate and encourage innovation,to be in the mode of exploration.Therefore,it is a subject of research value to construct a third party evaluation model system which is in line with the management of scientific research project management in China.Based on the above considerations,this paper discusses the following aspects:(1)combing the relevant theories of the third party evaluation of the national research projects,and studying the basic theoretical issues of the third party evaluation,including the connotations,basic principles,functions and characteristics,etc.Therefore,the principle of objectivity,scientificity and effectiveness is put forward for the third party evaluation of scientific research projects.It has four functions of assessment,consultation,scientific research and supervision.On the basis of explaining the theory of market failure and the theory of government failure,this paper provides a conceptual framework for the model research of the third party evaluation of scientific research projects.(2)to analyze the current situation of third evaluation of science and technology projects in China.By elaborating four representative countries in the United States,Britain,Japan and Germany,we made a comparative study on the composition and operation of third party evaluation models.According to our research project of third party evaluation and draw relevant revelation comparative research method: one is the need to strengthen the supervision of China's scientific research project funds;the two is the need to play the role of intermediary institutions in project management;three is to establish a quantitative evaluation system as soon as possible,give full play to the role of experts in the system.(3)the selection,evaluation and consultation,rights to form countermeasure research mode to carry out the method,trust and incentive mode and mode of supervision from the organization of China's scientific research program of the third party evaluation,and puts forward some basic ideas and policy suggestions for the third party evaluation model in line with China's national conditions of scientific research project.One is the policy recommendations to strengthen the system construction technology management of the third party;two is to promote a new pattern of economic growth the construction of diversified innovation system;three is the access,motivation and evaluation system of supervision of the third party evaluation mechanism;four is to cultivate the scientific research project of third party assessment market.
