A Study On Evaluation Of Implementation Of Land Reclamation Planning Based On Typical Projects

Land reclamation planning is a special planning of general land use planning. Asan implementation planning, land reclamation planning details the targets of generalland use planning, as well as defines the targets and tasks of land reclamation. It is abasic guidance for regional development, arrangement, financing, and securityimprovement about land reclamation. It means that more skillful land reclamationprograming will benefit scientific, reasonable and economical characters in landreclamation decisions to protect cultivation land and environment and improve therural agricultural production conditions for rural social economic development.Based on national and local conditions, this paper constructed a theoretical basisframework of the performance evaluation of land reclamation planning evolved fromprinciple of management, land economics and sustainable land utilization. Comparingwith the targets of land reclamation planning and actual completion applies a moredirect viewing about practical effects of planning. It shows that in the Planningimplementation deadline, the task of cultivated land requisition-compensation balanceis completed, but the target of supplementary cultivated land is hanging in the air,which differ greatly in composition and areas.To evaluate the performance of land reclamation planning, this paper structured aperformance evaluating indicator system including economic efficiency, socialefficiency, ecological efficiency and landscape efficiency of typical projects as units.By mathematical model of evaluation, the analyze shows high fitting degree with theevaluation and current situation. It is directly reflected that the characters ofefficiencies assessment of projects are different as well as their contribution to totalperformance evaluation. Referent to investigation and survey, the shortcoming withinthe planning implement is concluded into three aspects:1) the land reclamationstructure is unreasonable; the scale of land exploitation is much than landconsolidation;2) the quality of supplementary cultivated land is weak;3) the effect ofland consolidation on ecological environment should be paid more attention. Somesuggestions put forward to improve land reclamation planning rolling edition at last.
