Research On Sustainable Development Countermeasures Of Agricultural Insurance In Jilin Province

For a long time, agriculture as a weak industry, agricultural production is facing the threat from natural disasters, market risk, technology risk, policy changes, etc. It has reduced the farmers'income, hindered the growth of agricultural economy, hindered the growth of agricultural economy, finally affected the sustainable development of agriculture. In order to improve the agricultural ability to resist risk, modern agriculture insurance arises, it is the product of the commodity economy development on a certain stage. "Ten new rules on insurance" points out a clear developed path for our countries, plays an important role on agricultural support field and provides new opportunities for development of agriculture. At present, our country has already entered a new normal economic development, the speed of economic development is gradually slow, high efficiency and low cost of economic development mode will continuously replace traditional economic development mode. In this economic climate, there is a huge opportunity and challenge for agricultural insurance, to realize the problems and to investigate the causes has a profound meaning for agricultural development of Jilin province during the process of sustainable development.As a big agricultural province with many rural populations, Jilin province is faced with the threat of drought, floods and other extreme weather in recent years. In fact, the contradiction of supply and demand of agricultural insurance in Jilin province is quite nervous; the efficiency is relatively low; the size of the agricultural insurance products and guarantee is significantly lack; the government's policy on agricultural insurance is insufficient. All the aspects will restrict the rapid development of the agricultural insurance. This paper is based on the research of connotation of agricultural insurance and operation mechanism, combined with the provincial agricultural development, to summarize the agriculture insurance of Jilin province and Anhua company. Through the aspects of government, insurance companies, farmers and agricultural insurance market, to analyze the problems and reasons, and put forward relevant policy suggestions. At the government level, they should strengthen the fiscal subsidy, expand the scope of the subsidies, innovative forms of subsidies and expand the scope of the tax preferential policies, and gradually perfect the agricultural insurance of relevant laws and regulations. The insurance companies should rich the agricultural insurance products, design more intelligent index agricultural insurance, and enhance the hard power. At the same time, it is necessary to increase the propaganda in order to improve farmers awareness of risk and ensure that farmers have a correct cognition on agricultural insurance.
