With the needs of real procurement and service procurement become more diversified and strict, bidding and tender system came into being. As a kind of open market behavior, it involves a wide range of interests of the tender side, the bidder side, the intermediary and the administration. While the bidding project develops rapidly in our country, there is a variety of undesirable phenomena in bidding implementation process, which leaves hidden danger for the quality of construction projects, due to the interest of all parties involved and the relevant laws and regulations need to be improved. The bidding system in practice remains to be further optimized.Tianjin Northeastern Suburb thermal power plant heating pipe network engineering is one of the Tianjin livehood projects of the year. The quality of the project bidding will directly affect the quality of implementation of the project. Analysis and solving the bidding problem of this engineering is of great significance for the smooth implementation of the project. Firstly, this paper sets forth the status of construction project bidding and tender. Then it gives the analysis of the problems and causes of the parties involved respectively. in this paper, the case of Northeastern Suburb thermal power plant heating pipe network project bidding is taken as an example. Through the establishment of the analytic hierarchy model, we get the proportion of each factor. Finally, the paper gives the optimization measures and suggestions for future heating pipe network project bidding, which provide a provides a valuable reference.
