Study On The Theory And Operation Of Education Financial Investment

In recent years, the research of education financial investment has gradually become a hot topic in the field of education and public finance. Since reform and opening up, public education scale in our country is growing. The scale of financial revenue which is used in the education investment is increasing every year. Multi-channel financing is gradually formed. Education investment structure is improving. Although the education financial investment in our country has made great progress and obtained remarkable achievement, there are still many problems such as insufficient education financial investment, unreasonable distribution, inefficiency and so on. So the paper has important theoretical and practical significance on the research of education financial investment. In this paper, the study on the theory of education financial investment promotes the improvement on the relevant theory of education finance to a certain extent. And the operation research of education financial investment system provides theory and technology support to explore the operating law of education financial investment system.On the basis of the domestic and foreign literature review, the paper provides theoretical support to education financial investment from the related theory such as systematics, public economics, education economic theory, financial expenditure theory, education cost sharing theory and so on. And it also constructs the theory frame of education financial investment from foundation, platform, impetus, source and other aspects. This paper analyzes the logical relationship among education financial investment, economic growth, employment and other elements. And then the system model of education financial investment is constructed. Taking an example of Hainan province, the operation of education financial investment system is analyzed through simulation. By using the tested simulation model of education financial investment, the distribution ratio of Hainan's education financial investment and fixed-asset investment from 2013 to 2030 is readjusted, and the same with the input structure of the three level education system. On this basis, some countermeasures are proposed to optimize the education financial investment of Hainan province.The research results have great reference value to promote the development of education in Hainan province, and also have certain reference significance on the research of education financial investment in our country.
