As one of the main contents of public finance expenditure,education finance plays an indispensable role in developing social undertakings,guaranteeing and improving the lives of residents.In 2017,the total amount of national education funding reached 425.57 billion yuan,an increase of 9.43%over the previous year.Among them,the state's fiscal education funds reached 342.04 billion yuan,an increase of 8.94%over the previous year,accounting for 4.14%of GDP.At the same time,the per capita educational consumption of urban households in China reached 1,508 yuan in 2017,an increase of 10.16%over the previous year.In 2017,the per capita fiscal education funding was 2,460 yuan,an increase of 8.37%over the previous year.It can be seen that China has formed a multi-channel investment structure dominated by government investment and supplemented by household investment,and household investment growth is slightly faster than financial education investment.In the case of such changes in the structure of education input and the pressure on the balance of fiscal revenue and expenditure,how to rationally allocate financial and family education resources to improve the quality of education is the main research issue in this paper.At the same time,due to the vast territory of China,there are differences in the level of economic development and resource richness in various regions,and there are also differences in their educational level and quality of education.In his 2019 government work report,Premier Li Keqiang proposed to ensure fair and quality education,increase the pertinence and effectiveness of education investment,and focus on strengthening education investment in difficult areas and weak links.Therefore,considering the heterogeneity of different regions,based on the analysis of the efficiency of resource allocation in the national education,this paper further studies whether there are differences in the influence of sources and structures of education input on different educational quality,and the areas with different educational quality.Provide targeted policy advice.First of all,this article systematically sorts out the domestic and foreign literature from the aspects of education quality evaluation,education investment methods,and education resource allocation efficiency,and makes a summary review.Secondly,on the one hand,this article introduces the changes and reasons for the total amount of education investment in China,and analyzes the evolution of the structure of China's education investment and its reasons at this stage.On the other hand,from the perspective of government-led financial education investment and market-oriented family education investment,the direct investment and indirect allocation of education quality are analyzed separately.Third,based on the construction of an education quality index system,this article calculates the comprehensive scores of education quality in 31 regions across the country from 2008 to 2017,and classifies regions with high and low education quality according to the final ranking.Fourth,based on the construction of the educational production function,the stochastic frontier analysis method is used to evaluate and analyze the efficiency of family and government education investment.After classifying regions according to the ranking of education quality scores,they evaluate the efficiency of education investment by region;at the same time,analyze the efficiency of resource allocation of education investment in two periods based on the changes in the structure of financial input.In addition,extreme values are eliminated for robustness testing.Finally,the research conclusions and enlightenments are summarized based on empirical results and theoretical analysis;in addition,reasonable suggestions are made for the allocation of resources for educational investment based on the research conclusions.The research results of this paper find that:First,the increase of China 's financial education investment and family education investment can directly improve the quality of education.At the same time,increasing the proportion of financial investment is conducive to guiding,improving and standardizing the investment in the education market.A virtuous circle of increasing educational input;second,in areas where the quality of education is already high,increasing the proportion of financial education investment and increasing family education investment has a more significant effect on resource allocation;third,in areas where educational development is lagging behind,educational resources The shortage of government investment has failed to play its role of cultivating and perfecting the education market and guiding market investment.Fiscal education investment has a significant direct output effect on education quality,but the allocation of fiscal education investment is inefficient.Fourth,it benefits from the substantial increase in family education investment,the increase in total education investament,and the proportion of fiscal education investment tend to be effective,which will help the government to play a leading role and make the allocation of resources more reasonable.Therefore,this article puts forward policy recommendations:(1)Raising funds through multiple channels through education surcharges,tax issuance,education lottery,and other means to reduce financial burdens;at the same time,an education investment performance evaluation system is established to regulate education investment within and outside the government Behavior to improve investment efficiency.(2)Raising family education investment rather than consumer awareness through student loans and talent awards.(3)The focus of fiscal investment is on areas with low education quality,and areas with high education quality should mainly guide household investment.(4)On the basis that the growth rate of family education investment is greater than the growth rate of financial education investment,increase financial education investment to improve resource allocation.
