The Research On Risk Assessment Of The Government Electronic Bidding

With the rapid development of information technology,the electronic bidding as a new way of shopping has gradually become the developing trend in modern society.It has many advantages such as high efficiency,low cost and saving environmental protection and so on,which can overcome the disadvantages of traditional paper bidding mode,and promote the development of the bidding enterprise in some extent.But there are also many problems about Electronic bidding itself,such as immature trading platform development,imperfect laws and regulations,etc;and also its operation process is full of uncertainty and faces many risks,which would directly impact development process of the electronic bidding and threaten the interests of the parties in the electronic bidding.The paper researches the risk of government electronic bidding.First of all,the paper simply introduces the background and research significance of the selected topic;sorts,sums up and summarizes related theory knowledge about electronic bidding and risk management.Then,the paper identifies and analyzes risk factors in every stage of the government electronic bidding by flow chart method and expert interview;classifies and summarizes identified risk factors.On the basis,the paper constructs risk evaluation index system and risk assessment model about electronic government bidding,calculates the weight of each risk evaluation indexes by the analytic hierarchy process and entropy method,and gets the key risk factors of the electronic government bidding through the comprehensive weights.Finally,the paper makes an empirical analysis on government electronic bidding with taking the practical operation of Shenyang municipal government electronic bidding as an example.In particular,the overall risk level of the current electronic bidding of Shenyang municipal government has carried on the fuzzy comprehensive evaluation;the key risk factors existing in the operation process has been analyzed.And then the paper puts forward to related countermeasures and suggestions for promoting the government electronic bidding to be high efficient and safe.
