EPC general contracting model to high-speed,low-cost construction of large-scale industrial projects and high-rise buildings in the field of international construction projects favored.EPC contractors are responsible for most of the risk of project construction,and the bidding decision is particularly important.This paper divides the bidding decision into two stages from the perspective of selecting the EPC project which is most in line with the development of the enterprise.The first stage is the preliminary bidding decision.The main task is to select the EPC project which meets the enterprise strategic goal from the bidding market Bid tracking,that is,the project screening stage;the second stage is the final tender decision,that is,through the tender risk analysis to determine whether the tender,and give the tender proposal and tender risk management strategy.In the project selection stage,the initial bidding decision model is established by using the entropy weight theory.In the final bidding decision stage,the fuzzy risk assessment method is used to consider the risk level of the project level and establish the final bidding decision based on the project risk management model.In this paper,the weight of the risk index system is determined by the combination of Delphi method and fuzzy analytic hierarchy process,and the risk level of the underlying risk is determined by the combination of expert survey and risk matrix.The fuzzy comprehensive evaluation method is used to combine the weight And the underlying risk index level to calculate the level of all levels of risk indicators,and then,according to the enterprise acceptable risk level and risk control range,to solve the problem of whether the tender.In addition,the paper also constructs the flow chart of EPC project bidding risk decision,which is beneficial to the implementation of enterprise bidding decision.The entropy weight method and the fuzzy risk evaluation are combined to make the bidding decision,and the advantages and disadvantages are complementary.It can overcomethe problem of deep lack of strategic bidding decision by using the entropy theory only.The impact of decision-making by the decision-maker's professional knowledge and its subjective preferences when using fuzzy risk assessment.The use of two-stage bidding decision-making more scientific and rational decision-making,but also improve the efficiency of decision-making,with good practical value.
