In recent years,as the industrial structure of our country was adjusted and deepened constantly,the development of high-tech enterprise has gained more and more attention by the state.In the third plenary session of the 18 th central committee of CPC and national scientific meeting,President Xi Jinping emphasized developing the science and technology and encouraging self-dependent innovation so as to establish the innovation-oriented country.It dedicates that promoting the development of high-tech enterprises has become the best means for our country in the process of industrial structure adjustment.Compared with western countries,studies on the high-tech enterprises in our country start relatively late,and the existing performance appraisal system in the domestic enterprises still apply the traditional one which focuses on the financial performance.Necessarily,it restrains this kind of enterprise to innovate and grow furtherly.Under such background,given that the high-tech enterprises are equipped with the features including high investment,high innovation and high risk,this paper explores and analyzes how to establish scientific and effective performance appraisal index system of our enterprises in five aspects,such as financial performance,stakeholder,R&D and innovation,internal production and operation,learning and growth.Meanwhile,it also proposes some problems that need to be noted in the process of establishment,involving human resource,risk balance,earnings quality and innovative growth.Based on the analysis and review on the relevant research results at home and abroad,this paper takes advantage of case analysis method and summarizes the construction basis,content,method and factors that need to be considered in the course of establishment for the system of our country.According to the results of previous analysis,it respectively put forward the notion and characteristics of performance appraisal index system of traditional enterprises and high-tech enterprises,and especially discusses the theoretical foundation of building the system.The establishment goal and principle of performance appraisal index system is built on the basis of current condition and background of performance evaluation of W.Combined with the operation and growth of enterprises themselves,it concludes that the system should embody the traditional financial performance index and non-financial performance index at the same time.According to the content of established performance appraisal index system,the actual situation of operation and decision of enterprise is summarized and several problems that need to be noted in the process of the establishment of performance appraisal index system.Combined with the theory and practice,the paper uses the case analysis on the system of W under the environment where the current enterprise is,to explain that when this kind of enterprise selects the performance appraisal index,it should highlight the characteristics of enterprise like high investment and high innovation on the basis of its own operation condition and increase the investment in the research stage to improve the R&D and innovation capacity and whole performance of enterprise in accordance with its own economic strength.Simultaneously,the social benefit and risk should be balanced and the competitiveness of enterprise should be strengthened so as to ensure the sustainable development of enterprise.All in all,in the course of establishing the system,it should fully take the establishment goal and principle of enterprise into account and improve the R&D efficiency and management level of enterprise by rational distribution of human resources.The risk measurement and earning quality index should be highlighted to protect the enterprise to attain larger benefit and growth.
