The performance evaluation has been a topical subject these years,all circles focus on it and there is great value to research and develop it. In this paper, we do main on the performance evaluation made by the owners of the enterprise to their managers. We have the purpose to make the evaluation plan more complete;it should cover the economics theory, the management idea and the statistics method,Also we have made some research on the way to use multiple statistic method in the evaluation.Our research concentrates on two aspects:1.To determine the goal of the managers of the enterprise, we base this research on the research of the enterprise's essence.The essence of the enterprise is that theenterprise is a net of relation contracts.The definition of the enterprise's stakeholders gives a frame to analyze the complicated profit relation in or out of the enterprise; it is a concrete description of the enterprise's essence of relation contract. We give the definition of key stakeholders; they process the relation with the enterprise and join in the management directly. On the other hands, someonewho haven't the direct relations with the enterprise by themarketplace and the law, we define them non -key stakeholder.The key stakeholders are the masters of the performance evaluation, they have the rights to select, hire and dismiss themanagers. Their interest will lead to the goal of the management; it is certainly the most direct goal for the managers to chase. The non -key stakeholders' decision in the marketplace and the protection theyobtain from the law may influence the management and the achievement of the goal of the management. Their interest is related with the development strategy, it also influences the evaluation.2.The construction of the index system of the performance evaluation of the managers.The performance of the managers should be embodied by their contribution to the improvement of the ability of the enterprise, especially the core ability. But it is very difficult to measure the contribution. The balanced way between thefinance and non-finance indexes is more and more general these years. The BSC gives a basic frame toanalyze and resolve the question. The finance ability of the enterprise includes the abilities to gain profit, pay its debts, operate, row up and contribute the social; it is a complete system. As to the non-finance aspect, we should collect data from the enterprise, the employee, the stockholders, the customers, the suppliers and the public.In this paper, we consider the improvement of the enterprise's ability should include the increase of both the quantity and the ratio. Also we give a frame of the index system for the evaluation.
